2024 Victorian Local Government Elections

The 2024 Victorian Local Government Elections will be held in October 2024.

Of the 79 Victorian councils, 39 will have multi-member wards replaced with single-member wards because of the Local Government Act 2020.

New Councillors will also be elected in Casey and Whittlesea for the first time since 2016 after councils were dismissed in February 2020 and March 2020 respectively. Moira’s council was dismissed in March 2023 and will not elect another council until October 2028.

Caretaker Period commences on Tuesday 24 September (midday) and ends on Saturday 26 October at 6pm (Election Day).

Welcome to Financial Year 2024/25!

Another financial year passes, and I thank our staff and Associates for their continued diligence, reliability and much needed skills offered to our appreciative clients.

In 2023/24 we continued to see growing demand for Associate Placements in Councils reflective of the diminishing skills in the sector.

In the areas of project management, asset management, service planning and condition assessments we continue to see increasing demands for professional services.

At the same time in Victoria, there are an increasing number of Councils with state government appointed monitors. Monitors have generally appointed to oversee governance and behavioural issues within Councils.

Paula Gardiner appointed as Director – 1 July 2024

Paula is a qualified Civil Engineer with over 18 years’ experience in the Local Government sector. She has extensive experience in capital works, project management and has been a board member of the Infrastructure Design Manual Association.

Paula has a strong track record of providing specialist engineering advice. She also demonstrates high expertise in areas such as program and resource scheduling, forward planning, cost estimates and engineering design. Paula prides herself on her ability to provide exceptional risk management, alongside her notable financial management and professional development skills.

Paula said, “I’m looking forward to working with the Board and providing relevant insight and value adding to the company strategy and direction.”

I am so lucky to work for a company like CT Management Group and am so grateful every day for the opportunities it has provided. In my 18 years of working full-time for CT I have seen many changes, especially when Covid arrived and we as a company introduced a work from anywhere policy, which allowed our staff to work from home during that period.

Well, this year I decided to take advantage of that policy and with the support of the MD have flown to Greece for a few months where I will holiday and work remotely.

CT Management Group has developed its Sustainable Council Program to integrate service planning and asset management to ensure Council’s levels of service are optimised, meet future demand and are financially sustainable.

The environment in which Councils operate is demanding greater transparency, longer term strategic planning and an ever-present focus on financial sustainability.

The 2023/24 Sustainable Council Program has been developed to support Councils prepare to meet future challenges and remain financially sustainable.

The Sustainable Council Program is a maturity assessment framework to assess Council’s financial sustainability – that is the Council’s capacity to:

fund its range of services in accordance with the current level of service.

Associate Development Day 2023

We are so excited for the return of the Associate Development Day after a 3-year break due to a little thing called Covid.  This year it will be hosted at the Lancemore Mansion Hotel at the beautiful Werribee Park.

We have been working hard behind the scenes putting together an informative and engaging agenda and an invitation to register has been sent to your inbox!

To ensure the success of our event we would love it if you could join us on the day.  As they say, ‘the more, the merrier’!  It is also a wonderful opportunity for Associates to meet the CT Management Group staff and other Associates.

Justin Hanrahan (VIC) – Project Management

Justin has over 35 years of experience working as a Senior Manager in various strategic and operational positions for State and Local Governments.

Justin has shown leadership in being responsible for planning, redevelopment, and operations affecting Council public parks, sports facilities, street tree and waterway assets. He can think critically on a strategic and operational level and is able to add value to any organisation through his ability to get people to collaborate in the interests of the organisation.

Associate Profiling

Our company reviews on a monthly basis the profile of our Associates and those currently working.

On a bimonthly basis we advertise the profile of the current associates not working to all Councils across our four regions asking Councils to call us if they can place these associates.

We are also always looking for new Associates and the “required” column below shows the target that we are currently recruiting for across our regions. NSW and Qld regions are a high priority for new Associates.

Annual Associate Survey Results

The Annual Associate Survey has provided valuable information from Associates, and we thank you for your response.

The 2023 Associate Survey has resulted in a 30% response from Associates, which is a decrease from 2022’s response rate of 35%, and 31% result in 2021.

Associates were asked to respond to 20 questions in a variety of question formats including scaling from 1-5 (1=low 5=high). The lowest average ranking this year was 3.10 compared to 3.20 in 2022 and the highest was 3.90 compared to 4.00 in 2022.

The total average overall for 2023 was 3.50. This compared to 3.60 in 2022.

CT Management Group – Reconciliation Action Plan (RAP)

Preparation of our second Reconciliation Action Plan (RAP) is currently being undertaken and a new action plan formulated going forward. The current Action Plan can be found on our website.

Currently CT Management Group have worked with over 20 indigenous communities across our regions as clients.

As we work with Reconciliation Australia to formulate our Second Plan, Associates and Staff will be consulted as to the proposed action plan going forward.

 

Voice to Parliament

As the Nation progresses towards the referendum on a Voice to Parliament, we are reminded of the content of the Uluru Statement which calls for the establishment of a First Nations Voice enshrined in the Constitution.
