The sector nationally is grappling with the fundamental challenges of making purposeful Service Planning integrate and effective within the complexity of Council service portfolio & shifting custodians of governance.

CT Management Group has for the past decade been working with Councils in the emerging space of Local Government Service Planning and has led 30+ Service Planning engagements.

All Eastern States of Australia are seeing a rise in interest and active utilisation of Strategic Service Planning and Service Management approaches to govern and target delivery of effective and efficient services.

CT Management is now adept at providing implementation support services to establish council-bespoke Service Management Frameworks and provide support to implement routine Service Planning cycles that are integrated with Strategic Financial Planning requirements.

International Asset Management Congress 2023 (Gold Coast June 2023)

The IPWEA held its International Asset Management Congress at the Gold Coast Exhibition and Convention Centre in June which was well attended by asset management professionals across Australia and internationally. The Congress had plenty of international flavour with key representatives from the Government Finance Officers Association (GFOA) of America, American Public Works Association (APWA) and Federation of Canadian Municipalities discussing their journey to asset management improvement.

The USA is keen to leverage off the Australian and NZ asset management experience over the past 20 years to capitalise and build asset management capability from the $1.2 trillion in infrastructure investment which goes some way to dealing with their current $2.59 trillion infrastructure gap.

Asset Management Ramping up in Victoria

With Victorian local government elections a little over 12 months away, councils are starting to ramp up their asset management commitments.

Section 92 of the LG Act 2020 requires councils to adopt an Asset Plan by 31 October following each election, this also includes complying with deliberative engagement practices.

In order to achieve this, councils must update Asset Management Policies & Strategies, Asset Management Plans and reflect these reviews in their Asset Plan (refer to the illustration below).

In the last six months alone, CT Management Group has worked on 20 asset management projects including AMCap assessments, Asset Management Plan updates and re-writes, State of the Asset Reporting, Asset Revaluations, Asset Renewal Modelling, Asset Maturity Reviews, Asset Data Management Framework and a number of Building Condition Assessments across 12 councils (in some cases completing multiple projects for these councils).

Welcome to FY 2023/24!

We commence FY2023/24 with a significant pipeline of work to complete.

On behalf of the Chairman and Board we say “thank you” for the professionalism of our Associates achieving excellent results.

We acknowledge our reliance on our Associates’ experience and wisdom, which differentiates us from many of our competitors. CT Management Group doesn’t only “deliver a project” we also leave an organisation’s team with greater experience and knowledge.

We currently have:

95 active projects. 55 active placements. 41 Councils subscribed to our products. 51 Panel contracts. 56% success rate for our tenders, up from 46% last financial year.

CT Management Group – Reconciliation Action Plan (RAP)

Our first Reconciliation Action Plan (RAP) is about to be reviewed and a new action plan formulated going forward. The current Action Plan can be found on our website.

As an input we are circulating a copy of the “Uluru Statement from the Heart” for information and an email from Reconciliation Australia recounting the statement by Prime Minister Albanese about support for a vote on a Constitutional amendment that establishes a voice for Aboriginal and Torres Strait Islanders.

In the months to come we will be working with staff and associates to prepare a Draft of our new Action Plan and the information shared here is to assist us think about what actions as a company CT Management Group can take to advance reconciliation.

NSW and QLD – Need for new Associates

CT Management Group has been gradually expanding our operations throughout NSW and QLD over the last few years. As a result, we are constantly looking for new Associates to increase our ability to service a growing list of clients. Whether it be for project-based work or for placements within Council’s, the demand for Associates continues to grow.

Given our desire to continue this growth trajectory, enquires from prospective new Associates are welcomed and encouraged. CT Management’s approach towards achieving the right fit for both the Associate and the client ensures that a great outcome is achieved for all.

Slowly but surely, I am making connections with our Associate base who support Service Planning and Financial Services.

Victoria appears to be victim to financial professional supply shortages and as we head into the current period of budget finalisation it is apparent by the nature of support requests we are receiving.

This is not exclusive to Victoria, with similar labour shortages evidenced across the Eastern Seaboard of Australia.

Pending Retirement of National Placements Manager – Malcolm McKenzie

Malcolm McKenzie has indicated that he will be retiring from this position in November 2023.

Malcolm is an Associate and a member of staff and has held this position since 2015. Malcolm has enthusiastically and energetically built the National Placements position over his period of engagement and introduced many new clients to the company.

Malcolm’s knowledge of the skills and experience of associates has assisted in constantly placing Associates in roles that have given clients the resources that they lack at a particular period in time.

Malcolm will continue in his current role until retirement and will be supported by our incoming National Placements Manager, Caitlin Kirby.
