CT Management Group will team up with the Institute of Public Works Engineering Australasia (IPWEA) Victoria to present Procurement and Contract Management training during April and May 2023.

Presented by CT Management Group Associate, Paula Gardiner, this online course outlines best-practice approaches to procurement and contract management for optimal project outcomes.

Learning outcomes include:

an understanding of key procurement principles how to produce a Procurement Plan sound, robust and transparent tender evaluation how to manage the transition from tender evaluation to Contract negotiation and execution. the principles, roles & responsibilities within Contracts successful performance and outcome management the stages of Contractual disputes how to evaluate and close out a Contract.

What a busy few months it has been!

Demand for service planning, financial services, and asset management services, particularly building conditions, has been abundant.

We completed a large building condition assessment for DELWP in December 2022 assessing over 2,000 buildings on 1,265 sites across 6 regions, over several months. DELWP now have an Asset Register whilst the respective committees of management have a costed renewal and maintenance programs – well done to all involved.

We have over 10 Service Planning projects in train across all states and the interest across the sector around service costs, service levels and financial sustainability is increasing, particularly in the states with rate capping/pegging.

Craig Morrow (VIC) – Project Management

Craig has over 30 years’ experience in the Project and Business Management field working in the Public and Private sector. In the local government sector this has included being Coordinator Operational Services, responsible for managing several areas within council’s works depot including civil road works, capital works, building and facilities maintenance, bridge maintenance, parks and gardens, workshop/maintenance, and gravel pit management.

In the public sector working with Australian Rail Track Corporation as Area Manager, Craig managed around 550 kilometres of rail, with a staff of around 20 employees.

Alanna Kavanagh – Projects Administrator

As Projects Administrator, Alanna supports the delivery of all company tender submissions and projects from inception to completion.  Alanna is also involved in the development of company Quality Assurance processes including policies and procedures, and the company IMS (Integrated Management System).

Highly organised, creative, and methodical, Alanna comes to CT with a strong background in project and bid environments.  Specialty experience including all aspects of submissions, expressions of interest, and the creation and execution of Marketing collateral.  Onsite experience at various projects including the David Jones Bourke Street Redevelopment and the Chisholm Road Prison Project.

IPWEA (VIC) – Upcoming Courses

CT Management Group is a Corporate Partner with IPWEA(Vic) and welcomes the opportunity to promote the following courses to Associates.

IPWEA Victoria’s Public Works Foundations Program is a series of eight online courses designed to develop the skills of public works professionals in key responsibility areas.

15 March: Project Management Many people find themselves managing projects without the benefit of project management training.  This course is designed to teach participants the language, terminology, structures and tools of modern project management. 12 April: Procurement & Contract Management Transparent procurement and effective contract management processes are vital. This course introduces key concepts and provides a foundational-level overview of best-practice procurement methods and contract management approaches.

Adapting to life post COVID-19

As we get back to ‘normal’, Councils are adapting to life after COVID as are we at CT Management.

The economic environment is unique with record:

low unemployment increasing interest rates significant labour and skill shortages growth in property markets

We are now seeing increases in inflation being managed by Reserve Bank increases in interest rates.

Where this cycle will finish will be interesting to observe over the next few months.

It seems this solution is regressive and impacts lower income people disproportionately.

The Federal Treasurer predicted a 56% increase in energy costs and 41% increase in gas in the coming 24 months – tough times ahead for some.

Associates Collaborate for a Great Result

CT Management Group has been working with the City of Darebin on several asset management projects since the beginning of 2022.

This has included the development of the Asset Plan, NAMAF Assessment, Asset Data Hierarchy Assessment, and the development of individual Asset Management Plans.

Throughout the process, a number of our Associates have collaborated to achieve some great results and are in fact continuing to do so as you read this.

The new Local Government Act 2020 in Victoria for the first time requires each Council to adopt an Asset Plan (s. 92) which includes information on maintenance, renewal, acquisition, expansion, upgrade, disposal and decommissioning in relation to each class of infrastructure asset.

I would like to thank all associates once again for the ongoing feedback we’ve received whilst using ProjectWorks.

We request where possible using ProjectWorks daily to record timesheets and expenses, so that this information is ready to go at the conclusion of the current month.

As CT Management Group follows a monthly invoicing process, can all associates please notify us through email (admin@ctman.com.au) that you have made timesheet and expense entries on the last day of that month in which you have been working.

This will allow me to send a recipient created invoice to those who have notified me that you may have only worked until the middle of the month.

Kelly joined CT Management Group in August 2022 coming to us with many years of experience as a grants, procurement, and contracts specialist in the Local and State Governments, Education sectors, Energy markets and petroleum industries.

Peter re-joined CT Management Group in September 2022 and has over 30 years senior management experience in Local Government as well as Managing Director of his consultancy New Era Management Services covering 13 years.

Simon commenced with CT Management Group in September 2022 and is a Fellow of CPA (Australia) with over 20 years of professional accounting experience within the public and private sector which includes extensive experience in Local Government.

Having performed at an Executive level for Finance and Operations across the past decade he has a strong understanding of the challenges faced by both leadership and front-line management in delivering efficiency improvement requirements and funding solutions to achieve both short and long term financial sustainability.
